The beautiful nation of Uruguay is located in South America. People come from all over the world to enjoy the country's sand covered beaches. The population is just over 3.5 million people. Online casino games can be played here. There is also a wide variety of exotic architecture to explore and look out for. This section of World Casino Directory deals specificially with South American casinos and gambling. The continent of South America has 9 countries with casinos in them and 4 countries with pari-mutuel facilities in them, including horse racing and dog racing or the newer racinos which have slots or video poker terminals within reach of the gamblers. It is true that when slots like the above come from an online casino with no deposit bonuses or an online casino with no deposit at all, His Majesty, King Billy, First of His Line, Rightful Ruler of the Kingdom, Guardian of the Realm, Supreme Commander of the Royal Forces and Protector of the Players gives a royal thumb up. Uruguay is the latest success story for Spanish video slots maker Zitro. Its Link King multigame has arrived at the Santa Cristina Hotel and Casino where general manager Gonzalo Rein said: “In these times of constant challenges we want to ensure the best entertainment for our clients as well as the best investment.

Review - Editor's personal experience at the Victoria Plaza Casino in Montevideo:
This is a large state owned casino, within the Radisson twin-tower Hotel by the same name. It is a three-part casino spread between the towers of the hotel building. The main live table games area is in the rear tower on the same floor level as the hotel reception hall. It comprises 2 gaming currency sections for the table games - one US$ and one U$, 32 slots/video machines, the cardroom area for poker players, a restaurant and a bar. The US$ gaming section has 4 roulette tables and two blackjack tables, and these are the only games played in US dollars. Everything else is in Uruguayan currency. Buying-in chips is done through the cash desk. You cannot hand in money at the tables. The restaurant has a limited menu in Spanish and the service is good. In the basement below the table games area there is a slots hall with about 150 machines. Opposite the slots hall, on the same level, in the front tower of the hotel, there is another slots hall with about 300 machines. All gaming areas are accessible from inside the hotel and from the street, under the corridor that joins the two towers (see photos). The live roulette tables are the single zero American style. The roulette table used in this state run casino is much longer than the standard American style table. There is an extra space between the wheel and the layout, where the coloured chip stacks are placed (not around the wheel), stacked in 10s instead of 20s. The sizes of the coloured roulette chips in this particular casino are much smaller than the standard size chips found in most casinos. They look like the chips as used in French roulette. The cash chips are colour coded only. They do not show the amount. The dealer will not place bets on behalf of players. The dealer uses a stick to collect the chips from the far end of the table and chips are stacked by hand. The outside bets markings are detached from the main numbers layout. They are at the edge of the tablecloth and therefore players cannot place their chips on the tablecloth, only on the hard surface on the perimeter of the table where drinks are placed.

Facilities: Restaurant, Bar, VIP room, Promotions, Entertainment
Review - Editor's personal experience at the Casino Nogaro in Punta del Este:
This is a nice medium to large, state owned casino located on the ground floor. The casino is open daily from noon for slots/video machines and from 9pm for live table games. However, in winter the casino is not busy during the week. Only at the weekend, there is some activity. Entrance is free and you do not need to show an ID or to register. The gaming currency for live table games is in US dollars only. The slots/video machines are in a hall of their own and are divided into two groups: one for US dollars currency and one for Uruguayan currency. There are no touchbet roulette machines. Only three video roulette machines with single zero wheel. One peculiarity of this state run casino is the layout of the roulette table. The table is much longer than the standard American style and all the chip stacks are placed between the wheel and the layout (not around the wheel) and are stacked in 10s instead of 20s. Additionally, the numbers on the wheel are lined up facing outward (see photo below, after the listings). Tipping the dealer when you win at roulette is common. Although tipping is optional, dealers usually remind you to give them a tip as they pay your winnings. There is a restaurant behind the table games area. They offer a limited menu (in Spanish) at reasonable prices. The food is very good and the service is excellent.

Review - Editor's personal experience at the Conrad Casino in Punta del Este:
This is a very large and beautiful casino, part of the Conrad Hotel Resort Punta del Este. It is located in the reception hall area of the hotel. It can be accessed from the hotel reception hall and also from the car park area, which is located on a lower level, via two long escalators, one going up leading to the casino and one coming down back to the car park. This is a 24-hour casino and is privately owned. The atmosphere inside the gaming area is pleasant and there are regular promotions and live shows, especially during the winter period so as to keep up the flow of customers. The casino personnel are friendly and helpful. There is no need to register or to show an ID when you enter the casino, and the entrance is free. The gaming currency is in US$ only. There are two VIP rooms; one for slot/video machines (Club Fortuna) and one for live table games (Club Conrad). You need to become a member to enter a VIP room. There is a large card room for poker players and they run regular tournaments. The live roulette tables are the single zero American style, but the automatic touchbet roulette machine with eight terminals, and the five independent video roulette machines both use a double zero wheel. Tipping the dealer when you win at roulette is common. Although tipping is optional, dealers usually remind you as they pay your winnings. Of the several restaurants available in the hotel, two serve the casino clientele, as they are close by. The Las Brisas restaurant is in the reception hall opposite the casino entrance. They offer a large variety of dishes and is open 24 hours. The food is excellent and the service is first class. The Manjares restaurant is in the lower level at the entrance to the casino when accessed from the car park, at the bottom of the escalators. During the winter months, this restaurant is open on certain days of the week only.

Review - Editor's personal experience at the Mantra Resort & Casino in Punta del Este:
This is a nice medium to large, state owned casino located on the first floor at the back of Mantra Hotel Resort. The resort is actually in La Barra, a town about 15 minutes drive from the centre of Punta del Este. By taxi it costs about U$500. The casino can only be accessed from the back of the property. There is no direct access from the hotel. The casino is open daily from noon for slots/video machines and from 9pm for live table games. However, in winter the casino is not busy during the week. Only at the weekend there is some activity. Additionally, in winter the restaurant facility is limited to a buffet service. Entrance is free and you don't need to show an ID or to register. Useful information on Uruguay
General: Uruguay is one of the smallest countries in South America. It lies on the Atlantic coast between Brazil in the northeast and Argentina in the west. Uruguay is a democratic republic under a presidential system. Uruguay declared its independence in 1825 and secured its freedom in 1828 after a three-year struggle. Ruled and controlled most of the time by the military, civilian rule was restored in 1985, and in 2004, the left-of-centre Frente Amplio Coalition won national elections that ended 170 years of political control previously held by the Colorado and Blanco parties. Uruguay's political and labour conditions are among the freest in South America. Uruguay is one of the most economically developed countries in South America. Uruguay has the lowest Income Inequality in South America and the highest quality of life in Latin America. Reader's Digest ranked Uruguay as ninth 'Most livable and greenest' country in the world, and first in all the Americas. In 2007, it became the first South American country to legalize same-sex and different-sex civil unions at a national level, although Uruguay is not particularly open to its gay and lesbian communities outside Montevideo and Punta del Este. Uruguay is rated as the 2nd least corrupt country in Latin America (behind Chile). The population of Uruguay is currently estimated at 3.3 million, of which some 1.3 million live in Montevideo and its surroundings. Most Uruguayans are of European descent, mainly Spanish and Italian. International telephone country code: +598, Internet country code: .uy, Electricity voltage: 220V frequency 50 Hz, Electrical outlet: Type C European 2-pin, type F Schuko, type I Australian plug and type L Italian 3-pin, Time zone: -3 GMT, Daylight saving time: +1 hour
Languages: Spanish is the official language of Paraguay. French and English is taught, and English is the foreign language most used by the business community. Learning Portuguese is now also widespread as a result of the MERCOSUR integration scheme (the MERCOSUR countries are: Argentina, Brazil and Paraguay). English is spoken in most tourist areas. Outside Montevideo and Punta del Este there are few English speaking people. Although most Uruguayans have studied English at school, they do not actually speak or use it, but those who have studied English at private institutes, can speak it well.
Climate: The climate in Paraguay is mild throughout the year. Temperatures average 21 to 27 Celsius in summer and 10 to 16 Celsius in winter. There are occasional cold spells. Rainfall occurs throughout the year, but is generally heavier in the autumn months.
Major cities: Montevideo (capital and largest city and most important port, about 200 kilometres from Buenos Aires, Argentina), Paysandú and Salto on the River Uruguay, Las Piedras (near Montevideo), Punta del Este (a seaside resort active only during the summer season)
Departments/districts: Uruguay consists of 19 departments (departamentos): Artigas, Canelones, Cerro Largo, Colonia, Durazno, Flores, Florida, Lavalleja, Maldonado, Montevideo, Paysandú, Río Negro, Rivera, Rocha, Salto, San José, Soriano, Tacuarembó, Treinta y Tres
Major airports: (city served and airport name)
- Durazno, Santa Bernardina International Airport (DZO)
- Maldonado / Punta del Este, Capitán de Corbeta Carlos A. Curbelo International Airport (PDP)
- Montevideo / Ciudad de la Costa, Carrasco International Airport (MVD)
- Rivera, Rivera International Airport (RVY)
- Salto, Nueva Hesperides International Airport (STY)

Ports and harbours: Puerto de Colonia, Puerto de Fray Bentos, Port of Jose Ignacio, Puerto Sauce de Juan Lacaze, Port of La Paloma, Puerto de Montevideo, Puerto de Nueva Palmira, Port of Paysandu, Port of Punta del Este, Port of Salto
Taxis: Taxis in Uruguay are safe and fairly affordable. You get them on the street, at a taxi rank, or call them by phone. Taxis in Uruguay use meters and have fixed costs. The taxis in Montevideo are plentiful and inexpensive. The cabs are easily recognizable, painted in black and yellow, with a lit sign with the word 'TAXI' on top. The meter starts out at zero and goes up as you ride. Once you have reached your destination, the number corresponds to a price on a list. You can ask to see the list in advance as not all taxis display the list. The fares are higher during the night and at weekends. It is advisable to carry bills of small denominations and coins because most drivers do not carry change even for a U$500 bill. Tipping is not common but if you want to give it is welcome.
Currency: The Uruguayan peso (UYU) is the currency in Uruguay. The symbol for UYU can be written $U, and $ and ¢ are the official symbols within Uruguay. The approximate exchange rate on 3rd February 2011 was: 1 Euro = 26.9 UYU, 1 US$ = 19.7 UYU, 1 GB£ = 31.8 UYU
Money: Credit cards are widely accepted in most major towns, but not everywhere. Cash cards can be used in some ATMs in Montevideo and Punta del Este. Debit cards are not widely accepted. Prices in Uruguay are about 25% higher than in Argentina and are not much lower than in the USA or in Western Europe. Prices are often quoted using the U$ symbol, which may be easily confused with the US$ symbol.
Casinos: Casinos are legal in Uruguay and so are horse racing, pari-mutual betting and the lottery. The minimum legal age to participate in any of these activities is 18 years. Uruguay has several legalized casinos and tourists are the major visitors to the casinos. Only a few locals visit the Uruguayan casinos. Lotteries and on & off track betting are popular among the locals. The beach resorts in Uruguay are well visited by tourists and the casinos there form part of their entertainment. Slots/video machines as well as live table games such as roulette, blackjack, punto banco (baccarat), craps and various types of poker are all available. Texas hold'em poker with regular tournaments is also very popular. Thoroughbred racing is only legally offered in Montevideo, at the Hipodromo Nacional de Maronas (www.maronas.com.uy), open at weekends from noon until 6pm. There is only one casino in Montevideo and is owned by the state. Of the three main casinos with live table games in Punta del Este, only Conrad Casino is privately owned. Casino Nogaro and Mantra Casino are state owned. The roulette table used in these state run casinos is not common. The outside bets are detached from the main numbers layout. The table is much longer than the standard American style table and has an extra space between the wheel and the layout, where all the coloured chip stacks are placed (not around the wheel) and are stacked in 10s instead of 20s. Additionally, the numbers on the wheel are lined up facing towards the perimeter of the wheel (see photo below) and the dealer uses a stick to remove the chips from the far end of the layout. The chips are stacked by hand.

History of Casinos in Uruguay

Uruguay is a country widely known for its democracy, freedom, equality, and rapid decline in government corruption. On the same note of these positive attributes, the laws of gambling in Uruguay is far more effective than the laws of other countries.

For one, the government has been allowing the nation’s citizens and visitors to gamble in casinos and other gambling facilities for the past 100 years. When compared to other South American nations like Chile, Colombia and Peru, Uruguay stands out for its gambling-friendliness. The gambling history of other South American nations either had to fumble for selfish political or baseless religious reasons.

In 1921, Hotel Sofitel Montevideo Casino Carrasco and Spa was established as the first casino in Uruguay. It is still in business, which makes it the oldest Uruguayan casino in the gambling industry. In fact, it is one of the oldest casinos in South America. However, the El Hipodromo Nacional de Maroñas racetrack (located in Montevideo) has been accepting horse racing wagers since 1847.

Casino Slots Uruguay Slots

Not until 1984, gambling in Uruguay was peaceful and perfectly impeccable. In 1984, there was a switch in overall control from a socialist military government to a democratically elected government. The switch was unfortunate for gambling institutions and activities.

The catastrophe came to an end in 1996 when the “mixed system” was introduced. This unique system of shared responsibility allowed the government to pocket 35 to 45 percent of all the profits made by casinos and gambling facilities. The percentage might seem too much, but it’s reasonable for the operators because the state government was actually responsible for the greater percentage of gambling operations.

In addition to the shared responsibility, the government issued licenses to private institutions without a hassle and gave zero limitations on the number of games and machines a gambling facility can offer. Security, equipment supply, promotions, and the design of buildings are all that was needed from the institutions.
Despite the fact that the majority of such systems tend to be prone to failure, Uruguay’s mixed system has been working perfectly. Today, Uruguay is home to a lot of successful casinos, gambling facilities, and gambling activities.

Current Gambling Climate

As discussed earlier, Uruguay is—arguably—the paradise for gamblers in South America and maybe the whole world. Casinos and other gambling institutions, once licensed and regulated by the Uruguayan Casino Control Board, are completely legal.

The total number of casinos and other gambling institutions (excluding sports betting providers) currently operating in Uruguay is 35, with the greatest percentage in Montevideo.

Uruguay is one of those countries that attract tourists with its gambling atmosphere. Most casinos have staffs fluent in both English and Spanish. The friendliness offered by the natives is on another level. Tourists will most likely feel at home in this small South American country.

Casinos on Uruguay by Area

Uruguayan businesses offer gambling activities to citizens and tourists in 15 cities. Regions such as Artigas, Canelones, Colonia del Sacramento, Montevideo, and Punta del Este have the highest number of casinos. Montevideo, the country’s capital, offers six different gambling facilities.

Casinos Del Estado Vitoria Plaza and Radisson Hotel is the largest casino in Montevideo and Uruguay, with 14+ table games, 500+ gaming machines, and two poker rooms. But according to space, Casino Carrasco & Sofitel Montevideo is the largest casino. There are approximately 32,000 square feet of space for players to comfortably gamble.

Types of Casinos

Casino Slots Uruguay Poker

Uruguayans and visitors enjoy a wide variety of games and gambling facilities. Traditional casinos, racinos, sports betting, pari-mutuel betting, poker rooms and horse racing tracks are the most visited gambling facilities and activities in the country.

With more than 20 facilities, traditional casinos (plus poker rooms) are easily the leader of all other types of casinos in Uruguay. Sports betting is also loved in Uruguay, with Codere alone operating more than 27 land-based sports betting providers. The El Hipodromo Nacional de Maroñas (located in Montevideo) and Hipódromo Las Piedras (located in Las Piedras) are the only two race tracks or racinos in Uruguay. Yet, they both receive a gigantic amount of visitors every day.

Bingo, on the other hand, is on the negative side. The two places citizens and visitors are likely to play bingo are churches and charity drives. Furthermore, online gambling is perfectly placed in-between legalisation and the opposite. This is similar to other South American countries as they omit regulatory bodies to license and regulate online gambling providers.

Concurrently, Uruguayans and visitors are allowed to gamble online without any problem.
Lastly, the lottery business has been state-monopolised. The Loterias y Quinielas is one of the few lotteries in Uruguay, and it’s conducted by the government. The scale is smaller than other South American countries. As a result, it’s safe to say most Uruguayans do not patronise lottery providers.
